Release 13.4 - 9/24/2021

Applicant Record

  • Added an asterisk to denote all required questions in the Eligibilities and Preferences sections within an applicant record for improved usability.

Stored List

  • Added the ability to rename Stored Lists for users with Create/Edit/Refresh Applicant List permission.
  • Added the ability to create a panel review directly from a stored list by selecting the Create Review option from the gear icon.
  • Added the ability to select multiple stored lists and create a panel review that includes all selected stored lists on the Stored Lists page.

  • Updated the Review column on the Stored Lists page to display both the number and status of reviews associated with each Stored List. When clicking the link in that column, a popup will appear with the review details, including the Review Name, Status, Due, and Completed dates for each review.

Release 13.3 - 8/27/2021

Applicant Overview

  • Updated the Application Count Reached alert to include a link, which redirects users to the Applicant Overview page for the Vacancy.

Applicant List

  • Updated the Claimed and Adjudicated icons for Veterans’ Preference and eligibility claims where applicable in applicant records, applicant lists, assignments, and certificates. Adjudicated applicants will be designated by a blue shield icon with a white checkmark Adjudicated . Applicants with an un-adjudicated claim will be designated with a white shield/black outline icon with a black question mark Un-Adjudicated, making it easier to quickly distinguish between the two.
  • Replaced the Apply Action drop-down button with applicable single action buttons, which display when the select all applicants box or at least one applicant row is checked on the Applicant List, Certificate, or Stored List pages.
  • Added the Location Label located in the Announcement Location page to the Filters within an Applicant List or Certificate. This information will display in Label, City, State format.

IOTX Ineligible based on 2019 Taxpayer First Act You are ineligible based on the 2019 Taxpayer First Act (Title 26 U.S.C, Chapter 80, Subchapter A, Section 7804), which prohibits IRS from rehiring any employee involuntarily separated from the service for performance or misconduct. This includes removals under (1) Title 5 U.S.C, Chapter 43, (2) Title 5 U.S.C, Chapter 75, or (3) Public Law 105-206, Section 1203, Internal Revenue Service Restructuring and Reform Act of 1998.

Applicant List

  • Added a new Rank By filter option titled Transmuted Rating within non-USAH vacancies with one assessment used for rating. This option is available for the Competitive Merit Promotion and Ranking List certificate types only. When selected, users will be able to use the Cutpoint Refer Method with a transmuted rating of up to two decimal places.

  • Modified the alternate selection functionality for both HR and HM users. Users will have the option to manually specify the Alternate Selection Order and indicate any subsequent selections without the system automatically marking the next alternate selection as Selected. Changes made are tracked in History.

Release 13.0 - 6/4/2021

Applicant List

  • Combined batch printing options allowing users to print applications and documents in one file. Users can print any grouping of documents, applications, and assessment questionnaires. This option is available when selecting Print from the Apply Action button on certificates, applicant lists, and stored lists.

  • The following NOR message codes have been added:
Code Definition Message
IAPC Not eligible for RPCV You were not considered for this position because your Returned Peace Corps Volunteers (RPCVs), Peace Corps Response Volunteers (PCRVs), or Peace Corps Staff RPCV noncompetitive eligibility (NCE) hiring status has expired.
IFDS Missing/incomplete DOS You were not considered for this position because you failed to submit a Description of Service (DOS) or the DOS attached to your application package was missing a valid signature by the appropriate country director.
IOIB Intelligence Background Information Form You were found ineligible for this position based on the information you provided on the Intelligence Background Information Form.
IQAQ Did not meet passing score on Assessment Questionnaire You are ineligible to proceed in the hiring process because you did not attain the overall passing score on the application questionnaire for this position.
IQMA Did not meet passing score on Manual Assessment You are ineligible to proceed in the hiring process because you did not attain the overall passing score on the assessment(s) for this position.

Release 12.8 - 4/9/2021

  • The system will automatically update the USAJOBS Job Status to Hiring complete on the Applicant Overview page when an HR user updates the Vacancy Status to Expired in a vacancy with an open or closed announcement. This system update will be captured in History.

Applicant Record

  • Suppressed the Claimed and Adjudicated Veterans’ Preference fields on the Eligibilities and Ratings page within the applicant record when the Do not collect Veterans' Preference for this application vacancy setting is enabled. The following message will be displayed instead: "Veterans' preference information is not collected."

Applicant List

  • Made the following usability improvements to the Assessment Filter on the Applicant List:
    • Added a Select a battery field when an HR user creates an applicant list using the Assessment Filter in a vacancy with one or more external assessments.
    • Users can now enter a cutpoint with up to 2 decimal points (between 70.00 and 100.00) in the Enter cutpoint field.

Release 12.7 - 3/12/2021

  • Added the ability for users with Update USAJOBS Job Status permission to designate an announcement’s job status in USAJOBS as hiring complete as appropriate by selecting the Mark Hiring Complete button on the Applicant Overview page. This button displays only once the announcement has closed or is removed. Once an announcement’s Job Status has been updated to Hiring Complete it cannot be manually changed. A confirmation message will display prompting the user to confirm before the status is updated and the change is captured in History. Additional Job statuses will update in USAJOBS based on the following criteria:
    • Announcement is Open – Job Status is Accepting applications.
    • Announcement is Closed or Removed – Job Status is Reviewing Applications.
    • Vacancy is Canceled – Job Status is Job canceled.
    • Vacancy is Expired – User can manually select the Mark Hiring Complete button as appropriate.
    • If the announcement becomes Open again while the vacancy status is Active and the USAJOBS Job Status is Hiring complete, the USAJOBS Job Status will update to Accepting applications.

Note: This replaces application-level statuses previously presented in USAJOBS based on notifications sent through USA Staffing. USAJOBS is no longer displaying application statuses and expects all announcements to be marked as Hiring complete at the appropriate time based on agency policy. USA Staffing will facilitate updating older announcements to Hiring complete on the customers’ behalf based on pre-approved criteria. For additional information, please contact your Account Manager.

  • Added History entries for the various Touchpoint Notifications Sent from the Applicant Overview page.

Applicant Record

  • Made the following usability improvements to the Eligibilities and Ratings page:
    • Moved the Eligibility End Date information to the header.
    • Updated the Veterans' Preference section. Users can click the edit icon to adjudicate the applicant’s Veterans’ Preference and enter the Document Date, if applicable.
    • Updated the Eligibilities sections to align with the way this functionality works within an Applicant List, which includes the ability to add and adjudicate an unclaimed eligibility within the applicant record.
    • Updated the Reasonable Accommodation section to replicate the Eligibilities functionality for users with the appropriate permission.

  • The following NOR message code has been updated:

IFED Missing foreign education evaluation You were not considered because you did not submit documentation of evaluation of the education you obtained at a foreign university. You must submit documentation to show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Applicant List

  • Added a Go to page field when viewing an applicant list with multiple pages. Users can enter a page number and navigate to the selected page.

Stored List

  • Stored lists generated without a certificate type associated with a Panel Review will display applicants in alphabetical order in the Review Ratings page.

  • The following NOR message codes have been added:

IOWE Failed to complete written assessment and/or proctored exam You were not considered because you failed to complete the written assessment and/or proctored exam for this position.
IQWA Failed written test and/or proctored exam You were not considered because you did not obtain a sufficient score on the written assessment and/or proctored exam.
IQLQ Not among the best qualified We have reviewed your application and you were not among the best qualified candidates. Therefore, your application will not be referred to the selecting official for further consideration.

Release 12.5 – 1/15/2021

Applicant Record

  • Clarified the History entry when an unclaimed eligibility is added to an applicant’s record. In this instance, History will capture the eligibility added, name of the user, and date/time the change was made. Also, an information icon will display next to the added eligibility in the Announcement Questionnaire section of the announcement.
  • The following NOR message codes have been added or modified:
Code Definition Message
IOSC Lacks specific certification You were not considered for this position because you do not possess the specific type of Federal Aviation Administration (FAA) Pilot Certification as stated in the announcement.

Release 12.4 - 12/11/2020

Applicant List

  • When printing the PDF version of a Stored List the following information will be displayed based on the display preferences selected when the PDF is generated:
    • Min Quals – The minimum qualifications code will display if only one code is available in the applicant record or the word Multiple will display if there is more than one.
    • Rating – The Final Rating will replace Augmented Rating, which was previously displayed.
    • Eligibilities – Eligibility labels will be displayed for all eligibilities adjudicated as Eligible for each applicant.

Stored List

  • The following usability improvements have been added to stored lists assigned to a panel review:
    • Added the ability to add Notes.
    • Added links so users can easily navigate between the Stored List and the Review Ratings under a new header labeled Panel Ratings.
    • Added the ability to Print Applications from the Apply Action drop-down menu.

Release 12.3 - 11/13/2020

  • Added the NOR code to the Rating column when the Assessment Package has no assessments required, the Certificate Type filter is selected and the Rank By options are either Rating or Raw Score. If an applicant has both eligible and ineligible NOR codes, the first eligible NOR code will be displayed. If an applicant has only ineligible NOR codes, the first ineligible NOR code will be displayed.

  • Added a toggle option titled Do not apply “To” filter to 10-pt Vets. This toggle option will be displayed when one of the following Application Date filters are selected: Latest Application Submission, Original Application Submission, or USA Hire Completion Date.
    • When this filter is toggled off, the cutoff date applies to all applicants (current functionality).
    • When this filter is toggled on, 10-point Veterans (CP, CPS, XP, XP) will not be restricted by the cutoff date entered in the To: field.

  • Made the following usability improvements to applicants lists:
    • Updated the Vet Pref column to display the applicant's code (e.g., NV, CPS, TP, etc.) as a hyperlink, rather than a button.
    • Expanded the area displaying the current Eligibility adjudication value (i.e., Claimed, Eligible, or Ineligible).
    • Replaced the + button to add eligibilities with an Add Eligibility button.
